Companies can propose more than one category by submitting a single response to the RFP. If a company submits a proposal for more than one category, DDC reserves the right to assign the nominator to a category based on their experience, ability and the best interests of the program. No company will be awarded more than one contract, regardless of the number of categories for which the company submits a proposal.

This series of construction management contracts will include full, partial and consultancy services. The contracts have been adjusted from the previous round to encourage companies to meet the City’s objectives for the project excellence program:

  • All services will be on the time card (direct salary with multiplier for overheads and profits) only (previous contracts included an expense curve for costs for profits).
  • Direct wage rates will be based on actual wages (previous contracts included the maximum allowable direct wage rates).

Recipients of Chandigarh Housing Council (CHB) independent houses, who plan to rebuild their housing units, will soon be able to choose from a set of pre-designed plans, ending the need for building plan approvals.

More than 600 beneficiaries will benefit from the option that CHB is in the advanced phase of deployment.

For years, beneficiaries have sought permission to demolish and rebuild their homes due to their dilapidated condition or modern requirements, but the current process for obtaining permits is cumbersome and involves several steps.

“To facilitate rapid construction without bureaucratic delays, the council will come up with a set of construction plans for each category of detached houses. All of these plans will be uploaded to the CHB website and beneficiaries will be able to choose one of them, ”said Yashpal Garg, CEO of CHB.

If the beneficiary wishes to opt for a separate floor plan, he will have to follow the usual procedure of prior approval of the construction plan. In either case, the successful tenderer will need to obtain the council’s certificate of completion.

Be ready in a month

Standardized construction plans are in the final stages of preparation and should be available within a month. “The architecture branch is working to finalize the plans as soon as possible. These will be uploaded to the CHB website after approval by the Chairman of the Board, ”Garg said.

In particular, the board of directors adopted the proposal for standardized plans in December of last year. These were then taken over by the UT town planning department, but did not progress for nearly eight months.

“But at the meeting last month it was made clear that the board has incorporated changes as needed and can publish these designs themselves. After approval from the planning department, CHB began work to issue the drawings, ”Garg said.

The administration had authorized needs-based changes to CHB housing units last year after relaxing the building rules in Chandigarh.

The said relaxations were recommended by a committee made up of CHB officers, UT administration and a representative of the CHB Flats Welfare Federation. Finally, these were issued on February 15, 2019.
